One of the aims of the package is to provide users with access to communications services and networks at reasonable and affordable rates, that includes Internet, an open network where everybody may access to the information society services offered. Internet is a package itself. It can not be cut into pieces and let each access provider decide which parts its users may access even when there are other market options to give the user the ability to choose.
