The proposal will permit the communications service and networks providers to set limitations on access to services and applications. That is, it will be your service provider who will decide the content you may access and the services and applications you may use.
They may do this by imposing conditions limiting access to the Internet and by using traffic management policies to prioritize specific content, services and applications over the others.

3 STRIKES MODEL

There are some articles which could be used to allow the introduction of 3 strikes models as the proposed in France in national laws. This model gives the cultural industry the power to decide to disconnect you or block access to the services you provide whether they decide that you have used Internet for uses they considered unlawful. This is the role of Courts. Only them should decide over restrictions on fundamental rights, as it is the right to access and receive information in the Internet.
